ATCA: rapport des activités 2008-2009

Fabrice Ebeh a transmis un rapport sur les activités d'ATCA depuis sa fondation, le 19 novembre 2008.

On y trouve quelques informations générales mais la liste des membres n'est pas communiquée (son nombre varie de plus de 40 dans 26 pays en page 2  à 110 dans 36 pays en page 5 ), ni un rapport financier détaillé (recettes + dépenses) et rien n'est dit sur l'éventuelle organisation d'une assemblée générale annuelle (prévue par les statuts?).

Le montant de la somme attribuée par ATSA-IDRC selon le rapport ne correspond pas aux informations postées sur le site d'IDRC: le rapport parle de 122.000 CAN, le site évoque 302.200 CAN, soit une différence substantielle.

Saluons néanmoins ce début de transparence qui est beaucoup plus que la plupart des organisations qui ne publient rien dans ce domaine.On notera l'absence de présence en ligne puisque l'url fourni renvoye sur une page vide: http://www.atca-africa.org/ alors que les deux blogs offerts à la naissance d'ATCA (un en français et un en anglais) n'ont pas été utilisés.

La position du Mouvement Anti-Tabac du Sénégal (MAT) sur l'augmentation des taxes sur les produits du tabac

Le communiqué du MAT publié sur leur blog indique que l'augmentation votée va favoriser Philip Morris et qu'il reste beaucoup à faire au gouvernment Sénégalais pour mener une politique de prévention vraiment efficace: s'assurer que l'augmentation de la taxe est intégralement répercutée, organiser d'avantage de campagnes de prévention et soutenir davantage les ONGs alors que les budgets consacrés à la prévention demeurent très faibles en regard des recettes fiscales et des actions de publicité et de promotion développées par l'industrie.

Epidemiology of Tobacco Smoking in North East Nigeria

An interesting study directed by Desalu Olufemi published on the Internet Journal of Epidemiology.
More than a third of this study population smokes tobacco as cigarette or pipe. This is worrisome and is a great cause for concern because of its negative impact on the health of our population. The result from the Nigerian tobacco survey in 2002 is a gross underestimation of tobacco use. The problem of underestimation is an issue in most of developing countries in sub-Saharan Africa and Asia

Djibril Wélé: Je m’appelle Djibril Wélé et j’ai 25 ans, je suis étudiant et assistant comptable.

J’ai adhéré très tôt à l’ONG MAT-SENEGAL : j’étais encore au  Collège où j’ai été le président de la cellule Antitabac.

Le gouvernement mauri cien a décidé de durcir la législation contre le tabagisme à compter du 1er mars 2009, en faisant adopter de nouveaux réglements, a appris samedi la PANA, à l'issue de la réunion du Conseil des ministres. Selon les mesures envisagées par les autorités, les fumeurs ne pourront plus le faire en servant ou en vendant de la nourriture dans un lieu public, a expliqué un officiel.

Olanrewaju Onigbogi about the creation of the African Tobacco Control Regional Initiative (ATCRI)

May I ask you to introduce yourself by telling us a little about your personal background (education, professional experience) and when, how and why you got involved in tobacco control?

Olanrewaju (Lanre) Onigboji: I am Olanrewaju Onigbogi. I have a medical background with postgraduate training in public health. I am currently the Director of the African Tobacco Control Regional Initiative (ATCRI). I worked as a researcher and public health physician at the University College Hospital before I was appointed as ATCRI Director. The initiative is a multilateral effort to stem the emerging tobacco epidemic on the continent.

Maurice: Les cigarettes importées frappées d’une vignette à partir du 1er décembre

Les boîtes de cigarettes importées porteront désormais une vignette avec le logo de la MRA.
Mieux contrôler l’im­por­tation des cigarettes. C’est l’ob­jectif de la Mauritius Revenue Authority (MRA), qui compte appliquer un système de contrôle à la douane. Ainsi, toutes les boîtes de cigarettes qui seront importées seront frappées d’une vignette (Excise Stamp) à partir du 1er décembre prochain.

Le ministre gabonais des Affaires étrangères, Paul Toungui, vient de soumettre au Sénat un projet de loi autorisant le chef de l’Etat à ratifier la Convention cadre de la lutte anti-tabac de l’Organisation mondiale de la Santé (OMS), signée par le Gabon en 2003.

Known as The Africa Tobacco Control Regional Initiative (ATCRI), the effort will seek to promote the adoption, implementation and enforcement of effective in-country tobacco control policies, legislation and programmes.

ATCRI is being supported by Cancer Research UK and American Cancer Society (ACS) and will be hosted by the Environmental Rights Action/Friends of the Earth, Nigeria (ERA/FoEN).

African farmers turn backs on tobacco

Most African farmers grow tobacco because they are poor and lack alternative ways to earn a living, but with encouragement, many Tanzanian farmers are giving the killer crop the cold-shoulder.

This is according to Lutgard Kagaruki, from the Tanzania Tobacco Control Forum, who addressed a panel at the World Health Organisation's tobacco control conference in Durban this week.

Création d'un Réseau Africain de Journalistes anti-tabac

Le vendredi 21 Novembre 2008, s’est tenue au Centre International des Conférences (ICC) de Durban, la réunion des journalistes invités à la 3^ème session de la conférence des parties pour la lutte antitabac.

A cette rencontre qui a enregistré la participation de onze journalistes de différentes nationalités, il a surtout été question de la mise sur pied d’un réseau de journalistes africains pour renforcer les actions de la FCA dans le cadre de la lutte contre le tabagisme dans nos pays. 

Le vendredi 21 Novembre 2008, s’est tenue au Centre International des Conférences (ICC) de Durban, la réunion des journalistes invités à la 3^ème session de la conférence des parties pour la lutte antitabac.

A cette rencontre qui a enregistré la participation de onze journalistes de différentes nationalités, il a surtout été question de la mise sur pied d’un réseau de journalistes africains pour renforcer les actions de la FCA dans le cadre de la lutte contre le tabagisme dans nos pays. 

Uganda: Tobacco Farmers Deplete Trees

The cutting of trees for tobacco-curing, and charcoal-burning have contributed to the depletion of trees in West Nile, the Arua district forest officer, Edison Adiribo, has said.

He said tobacco, the region's major cash crop, requires large quantities of wood fuel to cure, and has forced farmers to indiscriminately cut down trees.

Uganda: stronger warnings on packs

The warning that manufacturers are to imprint on packets within the next six months will read, Cigarette smoking causes lung cancer, heart diseases and death” as opposed to the current warning, Cigarette smoking can be harmful to your health. Dr Terry Kahuma, the executive director of UNBS in a letter to the ministers of Health and Trade, said the alert would be carried in English and Kiswahili.

Nigeria: Philip Morris rejects court papers served in Switzerland: $45 billion tobacco lawsuit adjourned to January

Government lawyer Dapo Akinoshun told a Federal High Court in Abuja that Swiss-based Philip Morris had rejected court papers sent on three occasions by courier. Efforts to publish the summons in a Swiss newspaper had also failed, he said.
Philip Morris could not immediately be reached for comment.

Le Gabon fait un pas vers la ratification de la CCLAT

Namibia: the Government intends to fight smuggling

As of this month, any business found with fake liquor or cigarettes should expect punishment from the long arm of the law, the Ministry of Finance has announced.
The ministry said it would remove and destroy stock of fake liquor or cigarettes from any business premises without any compensation to the business owner.
