The WHO Director General, Dr Margaret Chan urged the Regional Committee for Africa at its 57th session on 27 August 2007, Congo- Brazzaville, to use the Framework Convention on Tobacco Control (FCTC) to ‘strengthen collective defenses against health threats that respect no borders.’

That was the pledge made by Dr. Margaret Chan, the WHO Director-General
elect in her acceptance speech on 9th November, 2006. Dr. Chan beat 12
other candidates to the post, including Dr. Julio Frenk, the Mexican
Health Minister who entered into a controversial agreement with the tobacco industry in 2004.
