This advertising, related to the $10 million grant given to WHO by the Gates Foundation to promote tobacco control in Africa was published in The Economist (September 26th, October 2d, page 111).
The World Health Organization is seeking a management consulting firm to develop a business plan that establishes the infrastructure for a tobacco control policy change and capacity building project in Africa. The selected firm must support the initial planning and set up of the project and conduct two annual performance reviews and problem solving workshops using best practices.

CRITERIA for Selecting Bidders
Potential bidders must possess:
- Five or more years of independent management consulting experience
- Focus area in policy change and capacity building
- Experience in developing capacity in Africa through planning, set up and performance review
- Personnel able to lend on-site support
- Prior contractual project expreience wiht UN agencies
- Proven record of management consulting on large scale projects ($10 million+)
- Financial stability
The documentation submitted must be substantially responsive to the requirements of this call for interest. WHO reserves the right to freely select potential bidders to be sent a request for proposal (RFP). Non-complying interests will not rev\ceive any further information. No claims or appeals will be accepted from any firms whose submissions have not been selected.
