Abstract
The majority of African countries South of Sahara are at the first stage of the tobacco epidemic, but tobacco consumption is increasing rapidly. Aware of the worldwide threat, the World Health Organization (WHO) initiated the Framework Convention on Tobacco Control (FTCT) and the majority of African countries have ratified it. Niger, once cited as an example in the anti-tobacco campaign for having been the first African country to adopt comprehensive legislation in this regard, is now trailing behind. The authorities have not made tobacco control a priority, nor has the issue featured in the national health development plan. Without evidence, it is very difficult to prompt the authorities to act.
A study carried out by SOS Tobacco in Niger in 2003 showed that laborers and other people living on small trades - that is to say, the poorest - smoke the most. This grant will allow SOS Tobacco to update the data and get a more precise idea of tobacco expenditure and how it affects expenditure on other basic needs. The results will enable authorities, development partners, civil society organizations and the general public to wage the war on poverty through the anti-tobacco campaign.
