An external review of the RITC program is being conducted through February and March 2010. This forms part of IDRC’s process for regular program evaluation.

The external review panel
IDRC made a request for expressions of interest in conducting the external review through international development and tobacco control web sites and email lists. Applications were received from an impressive number of individuals and organisations with an array of experience in international development, tobacco control and evaluation.
The panel of two individuals was selected by assessing these expressions of interest against a set of selection criteria include experience and expertise in: Tobacco control—particularly international tobacco control; international development initiatives especially in low and middle income countries; and program evaluation.
This assessment and selection of the panel was conducted by external and internal IDRC experts in evaluation and global health, including tobacco control.
A recommendation was made to senior management of IDRC on the reviewers that best met the selection criteria and their ability to carry out the review.
IDRC has also invited a representative from the Department for International Development (DFID) of the United Kingdom, a major funding partner of RITC, to participate in the review process and will be attending meetings of the panel and IDRC staff.
The names of the individuals selected for the panel, their report and the final program report will be made available on the RITC web site when the review is complete.
