In February I had updated the list of the ATSA projects financed by IDRC and I had noted that the budget for Eritrea had increased from 106.300 to 170.000 but I had not checked all the others, thinking it was an isolated change. It looks in fact that several budgets have significantly increased.
When have such changes been decided and why? Is it because many projects have been delayed and granted extensions? Why those delays and why those increases for budgets that were already significant compared to the objectives?
In any case, despite the increases, the funds directly allocated to Africa still represent about 30% of the global budget. Where was the rest spent?
Below is a list of the projects that includes the changes in the budget (and the delays).
I have also created a google map for quick visual and geographical assessment.
The most recent grants are at the top of the list. I estimate as of March 19, from the informations I have that the funds allocated to African entities amount to about CAD 1.810.342. I have estimated the grant allocated to ATCA at 122.000 as it is the amount given by Fabrice Ebeh while the page realative to this grant is no longer available on the IDRC's site (I have notified Greg Hallen of this disappearance). The same goes for the grant given to ACS.
The initial grant by the Gates Foundation was US$ 5.274.477 plus about 500K from IDRC itself as the contract was giving a global budget of $5.779.477. We should also add to this number the interests from the money before it was spent but I don't have a figure. Without including those interests what would be the percentage of the global budget represented by the sums directly allocated to African partners?
After converting the CAD $ into US$ (today 1 CAD = 0,98$) this amount is US$ 1.782.030, about 31%.
What about the remaining 69%?

Objectives: help organizing tobacco control advocacy in 6 additional countries (compared to the initial 12): Bénin, Botswana, République démocratique du Congo, Ethiopie, Togo and Uganda.
September 22 2009: African Tobacco Control Alliance : Coordination of Efforts with Organizations in Africa to ATCA (Fabrice Ebeh) for 12 months and 302.200 CAD but Fabrice Ebeh gives a smaller number (122.000) and the page is no longer available (for now) on the IDRC site.
