CALL FOR CONCEPT NOTES
The
African Tobacco Control Consortium is a coalition of public health
organizations focused on preventing a tobacco epidemic in Africa. The Consortium is comprised of the
Africa Tobacco Control Alliance (ATCA), Africa Tobacco Control Regional
Initiative (ATCRI), the American Cancer Society, the Campaign for Tobacco-Free
Kids (CTFK), Framework Convention Alliance (FCA) and the International Union
Against Tuberculosis and Lung Disease (The Union).
The
Consortium is now accepting applications for Tobacco Action Grants to support
policy change efforts in sub-Saharan Africa.
Types
of Projects & Activities Eligible for Support
The Tobacco Control Action Grant program will
support efforts that focus on key tobacco control policy interventions such as tax
and price measures, including anti-smuggling measures; the establishment of
smoke-free workplaces and public places; direct and indirect advertising bans;
and health warning labels. Types of activities these grants could support include:
campaign planning, policy analysis and research, media advocacy, coalition
building, tobacco industry monitoring, and the passage and/or enforcement of
legislation. Grant funds may be used for travel and
meeting expenses, staff salaries, consultancies, and communications equipment
and expenses. Grant funds cannot be used for purchasing general office
equipment.
Eligibility
Non-governmental
organizations (NGOs) or academic institutions from sub-Saharan Africa[1]
are eligible to apply for grants. Applicants must be recognized legal entities
capable of entering into contractual arrangements and assuming legal and
financial obligations. Applicants cannot be (or have been) recipients of
financial support from any tobacco product manufacturer or the parent, subsidiary
or affiliate of a tobacco product manufacturer. Individuals are not eligible
for grants.
What
kind of projects will NOT be funded?
The
grant program will NOT support prevalence surveys, cessation services,
education programs (school-based or otherwise) or crop-substitution programs.
How
much funding can a project receive?
Proposals
can be submitted for grants up to $US20,000 per year for up to two years.
How to apply
Applicants
should first submit a short concept note using the form below of no more than
1,500 words outlining the goal of
their proposed projects and the suitability of their organizations to
successfully execute them. Applications will be accepted in English, French or
Portuguese. Applicants may submit more than one concept note.
All
concept notes will be reviewed by a panel of experts
from the Consortium. Within one month following the submission deadline,
selected applicants will be invited to submit a full proposal.
Applicants whose concept notes are not selected will be notified accordingly.
Unfortunately, given the volume of submissions, no feedback on unsuccessful
applications will be offered. Full proposals submitted without a direct
invitation will not be considered.
How will applications be assessed?
Applications
will be assessed on the potential for success, the potential impact on tobacco policy
and the ability of the grantee to execute the project or campaign. The
following specific criteria will be used in assessing concept notes and full
proposals:
- Knowledge, activities, experience, and reputation
of the applicant: Does the applicant possess a
thorough knowledge of tobacco control issues and what is needed to advance
tobacco policy change?
- Potential of the project to
strengthen tobacco control at local/national level: Does the idea proposed in
the concept note provide a clear sense of the long-term value to tobacco
control efforts?
- Reasonableness of budget: Do the funds requested
accurately represent the level of funding needed to implement the proposed
project?
Involvement of
collaborating partners: Does the concept note
address possible strategic collaborations with local/national/international
partners?

- Complementarity with
existing tobacco control activity/grants projects: Is the project complementary
to other tobacco control activity in the country?
When to apply
Concept
notes are due on August 3. Future grant rounds will be announced in October.
