The project aims to use evidence-based strategies relating to taxation and legislation and to strengthen the tobacco control movement in South Africa. It will: advocate for progressively increasing tax rates above increases in inflation and income; argue for a national tobacco control plan funded by tobacco taxes; aim for the 2007 and 2008 tobacco control regulations to conform to FCTC.

National Council Against Smoking
This project aims to persuade and support the South
African government to make important reforms to the tobacco taxation
regime to make tobacco less affordable, and to ensure that hard-won
amendments to comprehensive tobacco control legislation are fully
effective as regulations are adopted and implemented. The project will
also strengthen the South African tobacco control movement at a critical
period and fully develop the case for sustainable funding for tobacco
control through a surcharge to tobacco tax.
