Opportunities and Challenges Facing the New Executive Director.
The new Director of Africa will develop an overall strategy to support local and regional partners and grantees. Drawing on the substantial international tobacco advocacy experience in the Campaign, s/he will work collaboratively to shape and advance tobacco control campaigns in Africa.
In the first 12-18 months of his or her tenure, the new Director will face some of the following opportunities and challenges:
Developing a comprehensive strategy to support the adoption of effective tobacco control policies consistent with the Framework Convention on Tobacco Control (FCTC) in Africa;
The new Director of Africa will assess the Campaign’s current efforts and partners in Africa as well as the governmental and non-governmental infrastructure available to advance tobacco control initiatives.
Based on this assessment, s/he will develop a comprehensive strategy that outlines overall objectives, key strategies, and core activities for achieving those objectives.
It will take into account cultural and regional differences in order to ensure that the best approaches inform annual work plans.
Assisting in the development and implementation of advocacy campaigns in key countries; (??)
The new Director will play a central role in identifying partners in Africa and providing financial and technical support to promising efforts to advance tobacco control policy change.
S/he will support, coordinate, and energize local advocates to build a group of policy champions who can advocate for the enactment and implementation of tobacco control policies in the region and to document and respond to tobacco industry efforts to undermine tobacco control policy change.
The Director will coordinate appropriate communications and media advocacy assistance to civil society groups and support in-country training of journalists to improve reporting on tobacco control issues.
Serving as the principal liaison on behalf of the Campaign with key partners;
The new Director will be a central point of contact for CTFK with African non-governmental organizations (NGOs) and government actors to identify strategic opportunities to advance tobacco control.
S/he will represent the Campaign and its efforts as a partner in the African Tobacco Control Consortium and other regional bodies and organizations including the World Health Organization Africa Regional Office to reinforce and synergize existing tobacco control efforts.
The new Director will also oversee all reporting on program activities to its donors and coordinate site visits as appropriate.
Lead the work of CTFK staff and consultants in order to leverage the Campaign’s DC-based resources to support on the ground efforts.
The new Director will lead the Campaign’s internal Africa team as well as oversee the program’s budget and internal and external reporting.
S/he will serve as liaison for African grantees and partners to CTFK’s DC-based legal, research, communications, and grants staff, connecting and coordinating the necessary technical resources in development of effective advocacy campaigns.
The new Director will be expected to spend 30-40 percent of his or her time traveling throughout Africa with significant time invested on the continent in the first few months of his or her tenure.
QUALIFICATIONS OF THE IDEAL CANDIDATE
The new Director of Africa will understand, have experience with, and be excited by the challenge of inspiring policy change in Africa.
The successful candidate must therefore appreciate the unique challenges of working on the African continent and be an inspiring, effective, and strategic partner to the Campaign’s stakeholders.
While no one candidate will embody all the qualifications enumerated below, the ideal candidate will possess many of the following professional and personal abilities, attributes, and experiences:
A proven track-record of designing and implementing projects or initiatives that have achieved advocacy and policy change;
Experience executing advocacy campaigns in other issue areas in the region;
Ten or more years’ experience relevant to working on the African continent paired with deep knowledge of the region and its political processes;
Strong strategic and analytical thinking skills and the ability to partner effectively with grantees and stakeholders on the ground;
The gravitas and personal agility to navigate a variety of relationships across cultures and levels of society;
Exceptional organizational skills and comfort working collaboratively in networks or coalitions to create shared vision and set complementary work objectives;
The political savvy to capitalize on opportunities for change and the capacity to build and nurture strong partnerships across geographical divides to achieve the Campaign’s bold agenda;
Management expertise supervising, engaging, and directing a dispersed team of staff and consultants;
Excellent oral and written communication skills;
Personal presence necessary to passionately convey the importance of tobacco control, the confidence to command the spotlight when appropriate, and the wisdom and savvy to know when to direct the spotlight elsewhere;
Master’s degree or higher in economics, political science, public health, or law is desirable;
Proficiency in written and spoken English and French (Portuguese a plus);
Ability to travel extensively throughout the region is required.
