The perfect job for me (at least regarding Africa).

I don't think it's a good idea to try to find one person to work on both Africa and China. They are far too different and it would be better to have one person for each. Speaking (and writing) French should not be a plus it should be a must (like chinese for a chinese position). Unsolicited advice.

EXECUTIVE SUMMARY
The Campaign for Tobacco-Free Kids (CTFK) is seeking nominations and applications for
an innovative and strategic Associate Director of International Social Media to provide
key leadership in international communications toward the successful execution of a major
social media campaign. Reporting to the Director of International Communications the new
Associate Director will develop, implement, and manage social media strategies aimed at
tobacco control policy advances in Africa and China. S/he will serve as a resource for CTFK
staff, partner organizations, consultants, and other tobacco control allies as it relates to
developing and implementing their social media communications strategy. S/he will assess the
opportunities and challenges to implementing social media strategies in collaboration with NGOs
and partners in selected countries with the goal of strengthening the policy framework to
reduce tobacco use and broadening the community of stakeholders with an interest in tobacco
control.
CTFK is a leading civil society organization dedicated to the fight to reduce tobacco use and its
deadly toll in the United States and around the world. Ideal candidates will understand and
have proven experience developing social media campaigns with the direct purpose of
promoting policy change. The new Associate Director will be a savvy manager with the maturity
and agility to work collegially within CTFK and across significant distances and in a variety of
cultural contexts to advance a social movement that promotes effective policy changes aimed at
reducing tobacco use and preventing the devastating health impacts of tobacco use.

Professionals Advisory Group.
ORGANIZATIONAL OVERVIEW
The Campaign for Tobacco-Free Kids works to prevent children from smoking, to help smokers
quit, and to protect everyone from secondhand smoke by changing public attitudes and public
policies on tobacco. Established in 1996, the Campaign envisions a world free from the death
and disease caused by tobacco. The Campaign promotes public policies that have been proven
to reduce tobacco use and exposure to secondhand smoke, including higher tobacco taxes,
comprehensive smoke-free laws, strict bans on tobacco advertising, promotion and sponsorship,
and graphic warning labels on tobacco products. Internationally, CTFK supports governments
and non-governmental organizations in promoting and implementing these policies in low- and
middle-income countries where more than 80 percent of tobacco-related deaths will occur in
the coming decades.
The statistics on tobacco related deaths are astonishing. While enormous progress has been
made in the United States, tobacco still kills more than 400,000 Americans every year. The
worldwide death toll is at more than five million people a year and climbing. Without urgent
action, tobacco will kill one billion people in the 21st century. Every day, 80,000 to 100,000
young people around the world become addicted to tobacco, and secondhand smoke kills more
than 600,000 people each year, including 165,000 children. If current trends continue, 250
million children and young people alive today will die from tobacco-related diseases. Tobacco
use also costs the world an estimated $500 billion each year in health care expenditures,
productivity losses, fire damage, and other costs.
The International Division
The Campaign is a global leader in tobacco control and has advocated for the tobacco control
treaty, the Framework Convention on Tobacco Control (FCTC), and is a founding member of the
Framework Convention Alliance (FCA), a coalition of more than 350 non-governmental
organizations from more than 100 countries that was formed to support the treaty negotiations
and ensure its proper implementation. The FCTC was the first international treaty negotiated
under the auspices of the World Health Organization and was developed in response to the
rapid globalization of the tobacco epidemic. The FCTC is an evidence-based treaty that reaffirms
the right of all people to the highest standard of health and aims "to protect present and future
generations from the devastating health, social, environmental, and economic consequences of
tobacco consumption and exposure to tobacco smoke by providing a framework for tobacco
control measures to be implemented by the Parties at the national, regional, and international
levels." Certain aspects of the tobacco control measures mandated by the FCTC form the basis
for CTFK’s policy advocacy in low- and middle-income countries.
The Campaign for Tobacco-Free Kids has been designated as one of five partner organizations
to coordinate activities under the Bloomberg Initiative to Reduce Tobacco Use, working with
governments and non-governmental organizations to implement effective measures to reduce
tobacco use. CTFK has active initiatives in China, Russia, India, Bangladesh, Indonesia, Latin
America, Africa and other regions in addition to its longstanding efforts in the United States.
POSITION OVERVIEW
The new Associate Director will provide strategic leadership to the development and
implementation of an international 30-month social media project in support of tobacco control
policy advocacy. This new and innovative initiative seeks to enhance and expand the
Campaign’s communications capacity and the advocacy efforts of organizations in China and
Africa through the strategic use of social media tools and targeted grantmaking in priority
countries. Working collaboratively with CTFK’s international communications staff and regional
advocacy directors, the new Associate Director will spearhead a comprehensive effort to
galvanize support and advance tobacco control policy change through social media tools. The
Associate Director will therefore need to provide key leadership, vision, and direction in the
following ways:
• Overseeing CTFK’s consulting agency relationship to develop a framework or master
plan for the overall project;
• Assisting in the identification and supervision of consultants in Africa and China to work
closely with CTFK staff and local public health advocates in designing and implementing
social media strategies and campaigns;
• Coordinating among CTFK teams and staff in different countries to develop appropriate,
country specific social media strategies and campaigns in priority countries consistent
with the Framework Convention on Tobacco Control;
• Working closely with in-country advocacy organizations to implement effective strategies
that reinforce efforts to advance tobacco control policy change and that engage broader
communities in policy discussions and action;
• Collaborating with teams and staff in target countries to design and implement training
for public health advocates in social media theory and practice;
• Overseeing a program of grants to public health advocates to conduct social media
initiatives, supervising requests for proposals and the review of proposals;
• Managing and tracking the program budget, providing updates to supervisors and
colleagues as necessary; and
• Managing the development of a system of metrics and indicators of success and
progress, and compiling these metrics and indicators into monthly, quarterly, and annual
reports to funders; Ensuring that consultants and staff members are providing input for
reports by deadline.
QUALIFICATIONS OF THE IDEAL CANDIDATE
The new Associate Director will be a savvy manager with significant experience leveraging
social media tools to mobilize and engage individuals in the political, commercial, or
nongovernmental spheres. S/he will be an astute and seasoned manager with the
ambassadorial approach and personal presence to work laterally both across a large
organization and across significant geographic distance. While no one candidate will embody all
the qualifications enumerated below, the ideal candidate will possess many of the following
professional and personal abilities, attributes, and experiences:
• Knowledge of and experience in the use of social media in multiple countries to
advocate for policy change and implementation;
• Proven track record in managing media or other communications projects among cross-
functional teams located in different countries with persistent attention to detail while
maintaining a global view of the situation;
• Proven ability to develop clear criteria for consultants and to effectively manage
consultants against agreed deliverables;
• Ability to travel and work with in-country staff, consultants, and grantees as necessary;
• Flexibility, perspective, and dedication to work successfully in a fast-paced, team-
oriented environment balancing the need to respond quickly to evolving situations
around the world and focused attention to the larger project outcomes;
• Energetic, detail-oriented, self-starter who can assess the challenge quickly and provide
creative and timely solutions;
• Seven or more years’ work experience; Bachelor's Degree required, Master’s preferred;
• Fluency in French or Chinese a plus.
