Below is the summary of the presentation of Fabrice EBEH (in French 'Rapport Consultation ONG') with our translation (in English) of the main points (in yellow) with our comments (in light blue). Considering the content of Rachel Kitonyo's presentation all does not seem as well as Fabrice's summary seems to imply.
the continuous growth of the membership, from 28 to 146
one question could be who are the members and do they represent a large number of countries or only a fraction. This seems to be a problem as noted by Augustin Faton when he contested the elections to the Board of ATCA (25 member organizations from Togo, 9 from Burkina Faso)
l’acquisition d’un bureau,
Buying an office
Can 'buying an office' be considered a significant achievement? How much did it cost?
recruiting a 10 persons staff
Is recruiting a 10 persons staff a significant achievement or is disputable management? How much does such a staff represent in expenses for the budget?
training of 210 journalists and 105 new tobacco control advocates
The numbers seems high but where are ther significant articles produced by the 210 journalists that have been 'trained'? What has been the cost of such training workshops, for what real output measurable in good articles published or radio programs?
Who are the 105 new tobacco control advocates, from what country, what have they contributed?
Grants allocated to 7 countries via the ATCC project,
How much were the grants, how much was/is the global budget? If we are talking about millions of dollars, awarding grants to 7 coutries is not a big achievement it is less than what was distributed by previous programs while the original goal was to include all the countries in Sub-Sahara. What happened to justify such a reduction?
Training of 33 African lawyers about tobacco control with CTFK
Who are those lawyers, how much did the training cost and how many lawsuits or legislative drafts were produced because of this training?
Finally participation to the regional meetings (UEMOA, COMESA)
How many meetings for what budget in travel and hospitality and what concrete results?
At the end of his presentation, Ebeh mentioned that ACS was going to award a grant to ATCA for a campaign (regional and national level)
How generous of ACS! How much is this grant? Is it coming from ACS funds or from the Gates Foundation money ACS is managing for a hefty fee of about $1.5 million?
