Who attended COP8 in Geneva? At what cost? Does anybody care?

Want to know who represented your country during the COP8 meetings in Geneva? Have a look at the list. Maybe you'll be surprised by the size of some delegations, wondering what the cost has been in travel and hospitality. A few examples below. Some do live in Geneva as they work for the Permanent Mission there but not all. Are so many delegates really necessary? Were there more than 130 people representing FCA?(pages 36, 37) as "observers'?
