The African Tobacco Control Alliance (ATCA) is seeking offers for consultancy services to develop a 3-year Strategic Plan on tobacco control and related issues.

Visiting the Bloomberg Initiative's site we discover 4 grants awarded in May, June and july 2014. All are provided to groups that were already regularly funded in Togo ($100,293), Ghana ($80K) and Uganda ($32K and $75K). See the details below.

How much money does ANCE (Togo) need?

Reading an updated version (9/23/2013) of an interview with the Executive Director of the Alliance Nationale des Consommateurs et de l'Environnement (ANCE), Mr Ebeh Kodjo, who is also Secretary of ATCA, and an FCA board member (until december 31, 2013) the main problem seems to be funding. Nothing new? Except that ANCE has been one of the groups that received significant funding (the last CTFK grant awarded in Dec 2012 was for $152K+ while 54K had been awarded in January 2012) so how much is now needed, what happened to the previous grants, is any detailed budget explaining where the money went-goes available? Those questions are especially important when the Gates Foundation is looking for the next organization to coordinate their tobacco control efforts in Africa and ATCA could be a candidate.

Most recent grants from CTFK - Bloomberg Initiative for Kenya, Togo and Uganda

Grants for programs in Kenya,Togo and Uganda (see details below). The grant for Kenya amounts to $49.380, the grant to Togo to $152.963 while 4 grants to Uganda total $456.440.

Bloomberg's Initiative strategy in Africa in 2012?

While staff changes at CTFK occured in 2012, the level of the grants awarded (as of today) has been fairly low: $152.724 for projects in 3 countries: Ghana to promote pictorial warnings, Cameroon and Togo to support the enactment of strict regulations. Compared to the previous levels of funding this is very small. The same probably goes for the American Cancer Society that manages the millions provided by the Gates Foundation but does not provide any detailed budget.

Bloomberg Initiative: $54,994 to support the enactment of tobacco control regulations in Togo

The Alliance Nationale des Consommateurs et de l’Environnement du Togo was awarded $54,994 in January 2012 by the Bloomberg Initaitive to support the development, adoption and enactment of strong regulations under the Togolese Tobacco Control Law N°2010-017 of 31/12/10. The Executive Director of ANCE is Mr Ebeh Kodjo.
According to the BI site, the project aims to promote the drafting and effective enactment of strong regulations under the Togolese Tobacco Control law.

Togo: the government is thinking about implementing the law but claims lack of financial means and ask for support from the international community

How much is needed? For what exactly?

Togo: World No Tobacco Day Award for 2011 awarded today to Ebeh Kodjo Fabrice.

As described here. In his speech the representative of the Health Ministry talked about the implementation the Tobacco Control Act, supposed to start in 2012:

The government is seriously thinking of its implementation, but there is a lack of financial means to undertake activities in this vein. He outlined some the difficulties encountered by the Togolese government and expressed the hope that with this World No Tobacco Day Award 2011, the international community will increase its support to the government for an appropriate implementation of the tobacco control bill.

The article does not explain what the difficulties nor the financial needs are.

Togo: the National Assembly votes the tobacco control act

On december 29 the new tobacco control act has been approved by the National Assembly. Details are available (in English) on the site of the NGO, ANCE- Pour un Togo Sans tabac.
