Alliance Bulletin #66 includes first Dirty Ashtray and Orchid Awards

The first issue of the Alliance Bulletin devoted to COP2 is available on line (in a pdf format).

The first Dirty Ashtray Award goes to Paraguay "for turning a blind eye to the flow of illicit tobacco products from tis territory into neighbouring countries in spite of the obligations it has accepted uder Article 15."

The first Orchid Awards go to Finland, Ireland and New Zealand "for their exemplary leadership in drafting best-practice guidelines on Article 8."
