Mark Reynolds of Citizens Climate Lobby explains that Congressman Pete Stark, and nine other liberal legislators, have bucked the crimson anti-climate tide and floated a measure to tax carbon producers. Reynolds says it likely won't get out of committee but provides an opportunity to talk about the prospect!
