Rob Cunningham writes (and we totally agree): Congratulations to Uruguay which yesterday on September 1, 2009 finalized Ministerial Ordonnance 466/2009 to require a new set of six graphic warnings to cover 80% of the front and back of the package. Uruguay will have the largest cigarette package warnings in the world. The new graphic images will be required to appear on packages 180 days from the issuance of the Ordonnance, or March 1, 2010. What Uruguay has done is a very important achievement.
At present, cigarette package warnings in Uruguay cover 50% of the package front and back. Uruguay will leap frog over Mauritius, which took the world lead earlier in 2009 to finalize a regulation require the world's largest warnings at 65% (60% front, 70% back). As far as I know, the new Mauritius warnings have not quite yet appeared on store shelves.
The Uruguay Ordonnance also states that the following will be required on a side of a package, in black on white: "Este producto contiene nicotina, alquitran y monoxide de carbone". English translation: "This product contains nicotine, tar and carbon monoxide."

On the PowerPoint the new warnings are mocked up on packages. The warning on the back is similar but not the same as on the front - the image appears the same, but the accompanying text is different. The warnings are worth having a look at.
This will be Uruguay's fourth round of graphic images, with previous rounds appearing on packages in 2006, 2008 and 2009.
I am advised that pursuant to an earlier Decree (CM/751, adopted June 5, 2009), the 80% size requirement will come into force at an earlier date, roughly December, 2009 (180 days from publication in Official Gazette), and that the existing warning images (third round) will be required to appear in the 80% space for about three months. Then the new fourth round will be required to appear as of March 1, 2010.
